- ➤ Tucson announced its first city-sanctioned safe outdoor sleep site called Star Village to provide a safe space for the unhoused to sleep; the pilot program in Ward 3 will offer mental health support, detox services and employment help and expects its first residents to move in on October 1—neighbors have been informed. City leaders and nonprofit partners say the site aims to help stabilize vulnerable residents while they work toward permanent housing. KGUN 9

- ➤ A pedestrian was killed in a crash on Aviation when the driver was reportedly impaired — police are gathering more information. KOLD News 13
- ➤ Friday evening at 9:15, police said 35-year-old Emmanuel Loya was shot on the 5200 block of South Champion Stravenue near Rudy Garcia Park and taken to a hospital where he later died—detectives are investigating the case. KOLD News 13
- ➤ Police say Emmanuel Loya, a 35-year-old dropped off at St. Mary's Hospital on Friday night, died after a shooting in the 5200 block of South Champion Stravenue at about 9:15 p.m. — homicide detectives are working the case with no suspects yet. Arizona Daily Star
- ➤ Two students from Cienega High were arrested Friday after a student said a peer showed a gun on campus—police reported the arrests for charges including minor in possession of a firearm and disrupting an educational institution, with another student reportedly involved earlier in the week. - ➤ The University of Arizona said it expects a 20% drop in new student enrollment for fall when classes start tomorrow because fewer out-of-state and international students are applying. The university will use a new enrollment strategy—focusing on academic outcomes and retention to address the shortfall. Arizona Daily Star
ENVIRONMENT NEWS
- ➤ Tucson is experiencing one of its driest monsoons on record — the low rainfall follows the driest August to March period since records began in 1895, and experts say monsoon storms only provide short bursts of localized groundwater recharge. They also note that winter rains, which saturate dry soils more slowly, are more important for refilling the aquifer amid the ongoing megadrought. Arizona Daily Star

- ➤ Tribal leaders from the Hopi, Navajo and San Juan Southern Paiute are urging lawmakers to pass the Northeastern Arizona Indian Water Rights Settlement Act, a plan that will devote $5 billion—enough to build a pipeline, pump stations and storage systems—to deliver Colorado River water to their reservations.
