If you get a Tucson Electric Power bill, here's what's on the table. TEP's final proposal to the Arizona Corporation Commission would raise the average customer's monthly bill by about $13.50, or 9.8%. The administrative law judge on the case, Julia L. Matter, recommended a little less: about $12.93 a month, an estimated 9.4%.
The judge recommends a slightly smaller increase than TEP wants

Matter also supports TEP's request for an Annual Rate Adjustment Mechanism, or ARAM, which would update rates every year. The Residential Utility Consumer Office, a state agency that advocates for residential customers, is challenging the recommendations in comments filed Friday.
“It's very likely in our opinion, that there will be an increase in 12 months and every year thereafter.”
- Regulators' open meeting on the judge's recommendations: Nov. 17
- RUCO's suggested return on equity: 9.2%, or 9.0% with ARAM
- TEP's rate case expense request: more than $1 million
TEP has trimmed its ask before. It requested 11.2% in July and applied for 14% last year.
